The United Kingdom Government had made the shock decision to stop all refunding of tax on purchases to visitors from ALL countries to the UK after 31 December 2020

The UK is one of the world's largest Tax Free Shopping markets. It ranks second in the continent in terms of Sales-In-Store, bested only by France.  The UK government plans to abolish VAT RES from 31 December 2020 [1]. Whilst some shopping spend might be diverted to other markets, the removal of the UK from the Tax Free Shopping world could have dramatic ramifications for both the travel and tourism industry in the UK, as well as the retail sector.

 

With a plethora of renowned brands hailing from the market, the UK shopping experience is given an extra boost as international shoppers seek to capture the heritage and provenance associated with shopping within the birthplace of some of their favourite brands. This coupled with the UK calling some of the world’s most famous shopping destinations home has attracted international shoppers to the market for years.

However, it isn’t just the shopping experience that entices international shoppers to the UK; the UK is actually one of the cheapest places to purchase luxury goods in the world. UBS’ Evidence Lab tracks the price of items internationally utilising Planet Intelligence data. August data shows that the UK is between 9-29% cheaper than key source markets such as China (23%), Japan (29%) and the United States (9%) [2]. This, of-course does not include the additional tax-free saving of in and around 20% which makes shopping in the UK between 29-49% cheaper for these shoppers.

 

With such a large incentive to international shoppers about to be withdrawn, a significant amount of revenue is at risk for UK retailers. With around £3.5bn in tax-free sales due to vanish next year with the government decision, up to 70,000 jobs could possibly be lost [3]

 

As such, a significant number of industry bodies, retailers and payment institutes, including Planet, are opposed to this conclusion and are in continued talks with their government contacts, seeking to appeal this decision.
